can we extend the formatting of the forums so that they extend to the 800-wide (point of the wave) mark?

Also, does every user see all the collapsible headers between here and the preview/submit buttons, or is that just an administrator thing? If everyone sees them, can we get rid of them or dramatically simplify them?
